HIREN BHAGAT, better known as Romi Bhagat (50), a Khar resident, allegedly at the centre of an extortion bid on a builder arrested by Mumbai crime branch, has had at least four cases registered against him by the Mumbai Police in the past, an officer said. Between January 21 and 31, the crime branch arrested six persons with Bhagat being the latest in connection with the extortion case.

It was alleged that the complainant builder was asked to “settle” a dispute regarding redevelopment of a property by paying Rs 164 crore to another builder Satish Dhanuka, who was to develop the property earlier.

The builder alleged that in a meeting held at a café, Dhanuka along with other accused threatened to get an Enforcement Directorate (ED) case registered against him if the amount was not paid. The complainant approached the state home department following which an FIR was registered at the Bandra police station which led to six arrests. Dhanuka, named as an accused, is currently at large.

Eyebrows were raised when during raids conducted at Romi’s residence, the police found ED documents, as per a remand report submitted in court.

Bhagat would appear before victims claiming to represent an ED official and threaten that a case would be registered against the person if money was not given. In the FIR registered by the Bandra police, one of the accused has been identified as “an ED person”.

Sources in the ED – which has also registered an offence in the matter – is also carrying out an inquiry in the matter. The ED said that the agency so far has found no involvement of any of their personnel in the alleged extortion racket.

The accused person falsely boasted about his connection with an ED officer to threaten the victims. To rule out any connection of ED personnel with the said case, the agency checked multiple CCTV footage of the places where the alleged offence took place.

Police sources said that Romi is one of the top “liasoning agents” and has close links to some politicians and government officials.
