This is a careful, balanced account of the politics of NATO's expansion. Whether or not you agree with thr author's suggestion that it would have been possible for the US to manage the process better and differently - by creating, in effect, a number of pre/sub-NATO-membership tiers - the reader is given the evidence necessary to take their own view.
